I digitally own the players handbook on this, and as far as I know from everything I read my wizard can have this feature so why can't I add spell sniper to my character?
When you say you can't add spell sniper can you clarify what you mean? Does it produce an error or not show up in the feat list? If you just purchased the PHB try refreshing the page you use to make/view your character. What level is your character - they should only be adding feats at certain levels unless human variant which can get a starting bonus feat. Otherwise you have to add the feat directly through the character sheet as ad-hoc addition through "manage feats" link. Is this issue occurring in the character builder or at the character sheet?

It just doesn't come up, I purchased the PHB awhile ago, my character has reached level four so now I would like to give him a feat and it just isn't there in the list of choices.
I think you will need to provide a link to your character sheet so mods can see if they can find the reason for this.

A link is fine, it's so the mods can look at the sheet and see if they are able to add the feat or not.

Hello I'm having the same problem I can't find the feat. My character is only level 1 but the DM I'm playing with tomorrow has decided to give us each one free feat so I'm trying to add the Spell Sniper feat and I cant see it anyware. I can see other feats but not the Spell Sniper one. Any help?

Do you own the PHB or feat on here?
If you don't, you may be seeing feats being shared with you in a campaign - you will need to ensure your character is in that campaign. In this case it is possible the person sharing doesn't have that feat purchased.

When you go to Features & Traits tab, scroll to the bottom and click Manage Feats, you don't see the feat as an option?

The feat was there. I added it for you.
When dropping the menu, writing "Spell" helps to find the feat.
