The master tier does not unlock any book content. It let's you (and others) share purchased book content with all members of a campaign. So someone in the campaign will have needed to buy WGtE, and you need to make sure content sharing is turned on for the campaign, and you need to make the character IN the campaign.
Bear in mind, it won't be playtest forever, and eventually someone in the group will have to buy the book.
When it stops being playtest, any character using the playtest version will remain unchanged, but you won't be able to select the race on a new character or if you change races.
And you purchased the whole eberron: rising from the last war book, and not just the compendium?
Go here (https://www.dndbeyond.com/account/marketplace), click the sync entitlements button if there is one, if not scroll to "current product licences," and tell us what it says in that whole row for eberron.
I don't know if this happens to anyone else but the warforged race is missing from the character creation tool.

I just had a look, and everything seems correct with your account and content entitlements.
I can only guessing that you were maybe experiencing a caching issue at the time, after purchasing new content.
