I purchased backgrounds and feats from the PHB and while the backgrounds are available to select in the Character Builder, I don't see any option to choose a feat. What am I missing?

Try creating a Variant Human and see if the feats are there.
They are showing in both the Compendium and under the Variant Human. Is the only way for someone to add a Feat to their character in D&D Beyond if they choose the Variant Human race? Is there a way to add a Feat to other races?

In 5th edition rules, characters can choose a feat instead of raising their ability scores at specific class levels. Variant Humans allow you to choose a feat at 1st level.

For now you might wanna homebrew an item for the feat. I know a lot of 'freedom' options will be added to the builder soon, but that would be the quickest way to get those feats added.

If the question is "Are all the feats in the builder?", the answer is yes. They are all in there.
Most of them need a purchase from the Marketplace to be unlocked.

I am not sure but it sounds to me like you think there are missing feats. If that's the case, I am sorry to correct you but no feat is missing, they are just not available for free (you have to buy any non-free WotC content in the marketplace in order to use it in DDB).
If, on the other hand, you indeed mean the inclusion of the possibility to add feats to a character outside of the normal ASI/Feat mechanic of the game, then the only way right now is to homebrew magic items granting those Feats, while we wait for the character sheet revamp, which should bring the functionality to the website (still no ETA, but it should be real soon).
In that case my mistake I wasn't aware I had to get them that way.
No problem, lot of people seem to get confused on that point.
Basically you have access to everything that is in the Basic Rules (the ones downloadable from the WotC D&D website) for free. To get everything else, you can either buy the full manuals (Player's Handbook etc.) or just the bits you like (like all the sub-classes from the PHB, or all the races from Volo's, or the magic items from the DMG) for a fraction of the cost, allowing you to just buy what you are really interested into, if (for example) not everything inside Xanathar's is interesting to you. Each bit you purchase from a manual (unless I am gravely mistaken) lowers the overall cost of buying the whole thing, as well as (of this I am sure) lowering the price of the Legendary Bundle (the purchase of which gives you access to all official manuals and supplements published so far, at a 15% discount and 15% discount on every 5ed manual that will come out and will be offered in digital form here).
As a side note, short of full classes, one will eventually be able to homebrew everything in DDB (homebrew magic items, monsters, backgrounds, spells and feats are already available), with homebrew subclasses and races coming soon-ish (no ETA). The homebrew creations can be freely used, even if they include material form published content, as long as they remain in private form. Should you wish to publish a homebrew creation (so make it available to everyone on the site) you need to make sure it is not a copy-paste of something that can be found in a published supplement (it can be a reskin of a monster, for example, but the differences need to be substantial to be approved).

You can't just add feats when you want. This wil be changed in the upcoming revamp but until then you cannot add feats to a character except through Variant Human option, or ability score increases.
You will need to homebrew a magic item that grants the same benefits as the feats.

Right, the problem is an item cannot prompt for you to choose things. So things like "choose a weapon" will not work. You need the item to add proficiency for the specific weapon you want. Same goes for ability score increase.
For example you want to choose strength increase and proficiency with shortsword, longsword, shortbow and longbow. Your item would need the following modifiers:

Feats can already be homebrewed - as long as you dont attempt to publish a feat from one of the books, you are fine.
