The app is still in beta, so asking for a timeline on a "functioning app that players can use" is a bit hyperbolic as the app does function and can be used. It just doesn't have all the features everyone wants.
Not only is there no character functionality in the app, but you can't even sort spells by spell level!

You already can sort spells by level in the app. On IOS, open the app, tap “...More” at the bottom right, then “Spells.” At the top right, tap “Sort.” A dialogue box will pop up, giving you the sort options. Tap “Level” and scroll down (your recently viewed and top viewed spells will be listed first) until you start seeing cantrips.
I had an LG G5 phone that I could view charaters using the app but my galaxy tab A and my new S10+ don't. All use Andriod OS so why does it work on one device and no the other using the same OS and application.

Because the app that you had on your LG G5 was not the official D&D Beyond app; it was instead a knock-off that was only a “wrapper” for the website. While the character sheet for the app is in development, up to this point, the official app has never included access to the character sheet. That is currently only available through a browser; therefore what you had on your G5 must have been a browser pretending to be a different kind of app.

I don't think it was ever intended to be a way to access the website/forums. No real reason why it couldn't end up being developed in that direction though, just like the apps for Facebook, Reddit, Instagram, etc. I imagine that would be quite far down the list though, if it were to happen.
You can still use your phone, but you have to use the website. Open your web browser and do it there. It's incredibly dumb how crit role pretends like the app is amazing where in reality its pretty awful.

The goal is to eventually allow folks to access their characters while they don't have internet available, but that hasn't happened yet. In a recent developer's update, Badeye/Adam stated that they have decided to create a separate app for character sheets and other player resources. This is in part due to size limitations placed on mobile apps.
I think that mobile app development must be harder than it looks--especially if the app is supposed to sync or connect with a web service or an application designed for a full computer. In a totally different arena, I use a program that has both computer and mobile versions and involves different paid content one can purchase to use within the program. The mobile app has far fewer features than the computer versions, some of the content for the computer does not work on the mobile app, and mobile app development has been very slow relative to the computer app. They are otherwise--like ddb--a competent, responsive company doing great work in their area. From this I infer that there is more complexity to mobile app development than is apparent from where I sit.
If offline syncing is the problem with character sheets why not look at how google drive is set up? You cab put your work offline, it saves on the device and when it reconnects to WiFi it updates
That's what they are doing, but they're having to develop their asynchronous version syncing tools themselves because google doesn't make the software behind one of the most popular cloud drives available to anyone to use.
The apps publisher is fandom power by wikia in the app store is this the correct app

Sourcebooks can be purchased through the app via the Apple or Google store, yes.
It's definitely more limited than purchasing via the D&D Beyond website though.

The workaround is to filter for one level at a time when browsing spells.
