When I download my character sheet I expect my character sheet to be downloaded, not a completely blank and therefore useless character sheet. How can such a simple issue go completely unresolved? Sad.

The most likely cause for the Export to PDF feature not working or causing a blank sheet will be browser issues, extensions or VPNs.
I have tested with Firefox, Chrome and Opera GX and all can export the sheet to PDF just fine.

I’ve already tested on every browser and device I own with no VPNs or extensions and it still doesn’t work. Thanks for your help.
Is there some weird homebrew being used on your sheet? Do you have weird symbols in the character's name? Is it just one character or all of them? Can you set one to public to share it, and I can try to replicate the character and see if I can export fine or get same issues.
Since the service itself is working fine there is something causing conflict with you/your character(s) specifically. We just need to narrow that down.

What PDF reader are you using? Because D&D Beyond exports character sheets as editable, form-fillable PDFs some readers cannot display the non-baked in elements.
Sounds like it could maybe be related to the bug where certain images, in particular character portraits, don't show. That's been around for a long time with apparently no action from dndbeyond to fix it.
I don't get any file at all if I try to download the sheet pdf from one of my characters, just an error page saying stuff like "Your request header section exceeds the maximum allowed size."

That's the error I get. And it comes back quickly, too, so now I'm deleting cookies and cache files all the time.

Pdf export has never included images, that's not a bug, it's not even an intended feature.
As for the error, what browser are you using? That sounds like it could be a caching issue
I suspect the two are related, because that thread also includes mentions of header section exceeding the maximum allowed size. Apparently that's somehow related to cookies, but is too technical for me to understand.

I can verify PDF export issues are related to that very thing. I followed this process and have not been effected by those issues on either my home or work PCs.
As the title says.
Very simple.

When I've had trouble exporting a PDF, I've been able to fix it by deleting cookies and cached images and files.

I was referring to the bug where images don't show up on the webpage. See, e.g., https://www.dndbeyond.com/forums/d-d-beyond-general/bugs-support/108539-portraits-not-loading
