OP is not likely talking about published homebrew, but changing a homebrew from one category to another. As Houligan stated, this is not possible.
To answer your question though (NOTE: this is not permission to deviate this thread off topic. If you wish to discuss this topic further, please start a new thread.), the reason why editing or deleting published homebrew is not allowed is because of how it could affect users who have added that homebrew to their collections. Any edits or deletes would affect the version those users are using. That is why a Create New Version button was added on the homebrew listing page. You can update the published version without affecting the version being used by other users.

You can't. You have to go through the Create Monster button.
