It’s coming. The artificer is already in development at WotC, so it was kept separate. A revised version of the artificer will be out soon in Unearthed Arcana, and Mike Mearls has said that this artificer will be added to the WGtE (which will be a free update for anyone who owns the book.
It's also worth noting that Mike Mearls has been noted to say on his Happy Fun Hour stream that there will be an updated Artificer in a UA article "soon" though that has been the case for several months.
Yeah, three months since that article and I haven't been able to find anything else. I was thinking of watching his stream tomorrow and asking him. I have a new player that's really interested in playing an Alchemist and I don't want to disappoint him.
In a recent Dragon+ mr. Crawford mentioned that the latest feedback by mr. Keith Baker was handed to him that day, so there is work going on with regards to the Artificer
I'm expecting revised Artificer any day now. I'm assuming they're doing thorough testing to make sure it's viable before they add it; after all, a brand new class is a much bigger deal than a new subclass, so they'll want to make sure it works. Plus they'll have to program it into DnD Beyond (I'm assuming they'll be adding it to playtest ala recent subclass and the Ebberon content), so they'll have to finalise it or at least get close to it before they get too deep into setting that up.
It's hard to run an Ebeeron campaign without it. Right now I use both DnDBeyond and HeroLab Classic at the same tme for those of my players who want an artificer, or in one case, whpse character is a multiclass Wizard/artificer.

Watch your back, conserve your ammo, and NEVER cut a deal with a dragon!
I’m really hoping they don’t try to release it as it was written (gunsmith/alchemist) those two just seemed so rushed and boring!!!
pmus I would really like to see a complete Xander’s guide to magical items and their creation. It could be a bridge between artificer Eberron and something usable in other realms!! Plus a little more info on how to create magic items would be greatly beneficial to all of us Tinker gnomes out here !!!
They did say there were going to be changes to the class. And I don't think they would have taken a year to release it as written, when they could have just done that on the release of the Eberron content.

Any news on when/where the new Artificer will drop, or if it's been finished?
Here's the official answer - anything else is currently just speculation.

Subclass: Dwarven Defender - Dragonborn Paragon
Feats: Artificer Apprentice
Monsters: Sheep - Spellbreaker Warforged Titan
Magic Items: Whipier - Ring of Secret Storage - Collar of the Guardian
Monster template: Skeletal Creature
The two big things I've been wanting, and waiting for, on DnDBeyong are the Artificer and the Mystic <sigh>.

It is supposed to go into the Wayfinder's Guide to Eberron so I do hope it comes soon.

I feel kinda sad I have been trying to run my artificer when the unearthed arcana content came out it's 2019 and still no word!

They've said that they're even still refining the class, as a reason why the February UA might be delayed.
