Well, if we have another race we need to work on, then we need to decide how they came into being. Who was the first Ratfolk, and what's their story?
Maybe ratfolk are related to gnolls in some way. Yeah, that's it. You know how if a hyena eats from the remains of a superstrong gnoll's meal, they become a gnoll? Maybe sort of the same with rats.

There still needs to be a first Ratfolk, though, for that to work. All the other races have a First to get things started, what's one more?

Maybe the first Gnoll and the first Ratfolk were twins, but they were basically the polar opposites of each other. They went their own ways in life, and their descendants slowly changed to become more and more different. Ratfolk tried to fit in with other cultures, but they were rejected, leading to their current raiding and thieving ways.

Interesting idea.... I'm at a loss as to lore possibilities, though.
Aberros created three siblings: The first Gnoll, Ratfolk, and Arachne. In the first he instilled his aggression, in the second his greed, and in the third he gave his cunning. While the gnolls are content to beat each other up and feast, and the ratfolk have an addiction to anything shiny, the arachne are a bit more discerning. They seek power, pure and simple. They are the rulers of a subterranean empire, enslaving gnome, gnoll, and ratfolk alike. Using deception and brilliant leadership, they forge alliances when they can and assassinate and conquer when they please.

I really want this world to be complete just so I can play as a Circle of the Tattooist Ratfolk Druid for a campaign in it, lol. It's getting pretty detailed at this point I think. Lots of races, different layers of the world, a whole mythology, etc.

We should still come up with names for the Firsts we made so far. As far as I know, the Arachne, Ratfolk, and Modron are all missing a name for their Firsts.

What about the Flying Scatterbloom? They hang from balloon-like sacks filled with a cocktail of various gases, and attempt to embed their seeds in anything that moves too close. The Sky Whales are unharmed by them due to their thick skin, but even the Aarakocra take caution when clusters of them float through their towns. While the Flying Scatterbloom is dangerous, it is also beneficial to the ecosystem, as they carry numerous other seeds along with their own that they populate the islands with.
Take the flying scatterbloom. Take the ratfolk. And marry the two. The ratfolk are small and light enough to use the scatterbloom balloon for flight. They carefully remove the plant itself and then fasten the balloon onto a backpack, then they can use it to floaty-jump across the islands. They have underground warrens dug into the heart of smaller sky islands, like beehives suspended in the clouds. And when they want to do some thieving, they hoist on the packs and float to the nearest settlement.

Arachne should just be Lolth. Ratfolk, let's call him Stakris. Modron ... Automatias?

Instead of Lolth, what about Sheoloth?
Sheoloth is good. But since modrons were made by gnomes, they may not have a first.

Oh yeah, keep forgetting to say this, but for the Modron race, we could just use the UA Autognome race with slightly tweaked lore.

Is that in homebrew, or do you need one of the D&D books?

Actually, both of the things here are the same thing: https://www.dndbeyond.com/homebrew/races?filter-name=autognome&filter-author=&filter-author-previous=&filter-author-symbol=&filter-rating=-14
I don't know how well they were implemented into DDB's homebrew system, but they cover the stats.
