Last I checked, but if you play one I think you are limited to the subclasses in the players handbook. There is an AL forum on this site where you might get someone more familiar with the current season
I think for Adventure's League, you're limited to using content from the player's handbook and one other book of your choice. So Noska is correct, in your case, since genasi are in Elemental Evil (I think), you'd be limited to that book and the phb.
As I recall, the only restriction in race is that you can't select any race that starts with a flying speed, so no Aarokocra, no winged Tieflings... although the upcoming Season 9 is going to include rules for how to eventually play as a flying race, but there are still level restrictions attached.

I want to create a Water Genasi Monk. I have never seen a player playing as a genasi in AL. Are Genasi a legal race for AL?

Genasi are from the Elemental Evil Player's Companion, which is legal to choose as a +1 source.
