Patient Defense is for dodge. Step of the Wind is for disengage and dash. Each with a resource cost.
Cunning Action is for dash, disengage, and hide. No resource cost.
Not sure what OP is wanting to do as Cunning Action does not have dodge and Step of the Wind already has 2 of the 3 things Cunning Action has. Does OP want Patient Defense to have more options, thus invalidating Step of the Wind, or does OP want Patient Defense to not cost a resource.
How would one go about creating optional features for a class without having to make a whole new class?
You can't make a new class. You can't edit anything about a class. Do you mean a new subclass?

What's the reasoning behind this? Monks have both Patient Defense and Step of the Wind. Is this mainly trying to gain the hide as a bonus action?

I think that's a good thing for Monk. The rogue's doesn't cost resources because they don't get extra attack
That is one opinion. However, this is a homebrew option that I am wanting to create for my world.
All I want to know is how to create a class feat as an option to replace another class feat.
