After those words, Ixas, who saw Utar walk into the building through the door just below her, turns to face the opening on the roof (located outside the map.) She walks closer to the opening {DI-13} and is clearly expecting Utar to pop out of it at any moment.
On the top of the tower, the last hobgoblin standing has no goals other than to go out on a blaze of glory and hopefully let that action be witnessed by his dragon overlord. He attacks Neya after dropping his bow to the ground and unsheathing a longsword:

Doozey gritted his teeth behind closed lips upon seeing the dragon. But regardless of whether it was halfling bravery or Blood Hunter indocrination that kept him from fleeing at the sight of the dragon, the stoutling would not quit the field any time soon. One way or another, Apostle sheathed to free up hand and focus for what is to happen next. And whether that is to try all the same to long range a sling shot, marking the creature just so, or mending hurts while repositioning himself, he was determined to see an end to at least one more threat to the land as pentance for so many failures before his end.

Graxx loads his new crossbow once more but aims it a bit too low. The projectile never makes contact with the dragon.
Neya is a bit luckier, though not initially. Her first arrow is aimed downward as the still nearby hobgoblin shoulder-bumps her at just the right moment. The monk quickly regains her poise and shoots a follow-up arrow. This one manages to hit the dragon at the base of one of its tail scales, and it sticks! (Claugiyliamatar/Claggy/Claggeltooth takes 8 piercing damage.)
Unable to ignore the hobgoblin any longer, Neya then uses her bowstring arm to clock him on the face. He loses his balance and falls from the tower, clearly dead on impact. (Hobgoblin Archer #3 takes 11 magical bludgeoning damage and is DEFEATED.)
The shadow bender then finds her way into the tower.
(@Ori: Let me know if I am interpreting your post incorrectly. Also, Are you sure this is not Doozey's last 1st level spell slot? I seem to remember a Hunter's Mark before the short rest and two earlier in this fight. Finally, Taters stays put and dodges?)
Doozey joins the others in attacking the green dragon. He begins by putting his magical Hunter's Mark on her and follows that up with two sling chucks as he moves southwest {DE-13}. He has to put all of his strength behind these throws to make sure the stones reach their target and, even then, only one of them do. The mix of magical lighting, alchemical fire, and good ol' solid impact seems to earn a small reaction from the dragon. (Claugiyliamatar takes 9 bludgeoning, lightning, and fire damage.)

It comes crumbling down abruptly, and all of those inside are about to have their days ruined. None of those outside the tower are in the direction the tower in falling toward (southeast):

The tiefling does not give Utar the satisfaction of looking at her struggle. She calls a sphere of darkness to surround both of them. For a moment, Utar sees the green sheen of the mask Ixas is wearing, but right after that, everything around him is pitch black.

Despite seeing a lack of movement from the ruins of the tower, the stoutling buried the fleeting desire to aid the fallen to cast what he hoped would be the final bullets in their favor. He even goes as far as to sacrifice the final bullet in the shot, before then retreating to the avenue in the south in hopes of restraining the dragon's ability to claw and bite at him.
'Do not falter. Do not forget. This is the way, O' Hunter.' He thought, remembering as much to chastise himself for even possessing the fleeting desire as much as it was to rehone his focus.
