Not a spell but technically you could use a prisoners kit. 1 down time day to produce 5gp worth of alcohol from 2.5gp of raw materials.
This made me laugh. I completely missed it! I've read this thread a number of times and it took me all this time to notice. "Prisoners". As in people put into prison. I think what was meant was "Poisoner's Kit".
A Prisoner's Kit would be things like bars of soap and a comb. Maybe some sharpened silverware but you would have to hide that from the guards. I find it hard to picture making alcohol with it. Maybe some mouthwash? I've heard of people drinking that.
Personally, I'd like to see what could be made with the Goodberry spell. I imagine an alcohol made from enchanted berries would be quite wonderful.

A player of mine fermented some goodberries, so now he has a bottle of goodberry wine, each standard pour restores 1hp and has an indeterminate shelf life. Maybe I'll have it lose potency 8 hours after opening the bottle for the first time.

This Mug immediately shared with me a transcendental tale of an Infinite Mug that anchors the Universe and keeps it from folding in on itself. I filed this report under "illogical nonsense" and asked why its sign is in Times New Roman font, when it is basic knowledge that Arial Black is a far superior font. I wondered: How did this mug even get past the assembly line with its theistic beliefs and poor font choices?

What spells would you use to make alcohol?
Hero’s feast might. Otherwise I think you need to homebrew something. Create food and water is level 3. Maybe model something on that?
Fabricate would potentially be a solid choice to turn anything with sugar into booze. Depends on how much wiggle room your DM gives you.
Alcohol is pretty easy to make in the real world though, so you could get away with some pretty low level stuff with a bit of creativity and patience.
Dominate Yeast?
Seriously, wasn't there a water-to-wine spell in an old edition or am I thinking of CCD class again?
There probably was a spell like that in 2nd Edition.

Sounds like an awesome opportunity for some mishaps!
I live with several severe autoimmune conditions. If I don’t get back to you right away, it’s probably because I’m not feeling well.

Brewer's supplies would be more efficient for that purpose.

Exactly what do you need to do after you make this alcohol?
Are you going into the tavern business? Are you preparing for a drinking game? ???...

This is more the domain of magic items. The Tankard of Plenty or the Alchemy Jug are both low-level items that can do this.
