Are you asking in terms of balance or in terms of how to do it on DDB?
In terms of balance, I'm unaware if any ability that does it. It's always an advantage/disadvantage (pseudo or real) or add a dice. Alternatively, there is Portent that allows you to preroll a dice and use that to swap out someone's rollThat would.suggest that such an ability would be overpowered. The only other way to do it RAW (so far as I'm aware), is to use Wish, which is basically the Power of God, and even then, you'd risk losing that ability. Legendary actions let monsters choose to succeed on a failed save. Just flat out choosing a result though? That the game goes out if its way to stop it suggests that would be a broken ability. I'd be careful.
In terms of implementing it, I've not done homebrew before on any serious level, so I'm not sure. I imaging that.you could do it by basing it off Portent. I'm not sure if it allows you to input a roll in the middle of a fight, though. Since it gives you two rolls, you could enter a 1 and a 20 (since those are the likely values you'd want one to force a crit fail, one to force a crit success), and then the player has to be trusted to pick one only once and ignore the other. For the non-d20 rolls if you want that ability, I don't know.

Yes and no. You will need to add an Action to your homebrew as part of a feature/trait. Make it a “general action,” set it as a bonus action and add the desired die roll as the “damage,” and select “Long Rest” as the reset condition. [SAVE]. The, edit that new action and scroll to the bottom when’re you will see a new subsection labeled “Limited Uses.” [ADD LIMITED USE DATA], and make it a 1.
I'm not sure how this would work as a bonus action unless you are forcing the next roll you make or something. If you're forcing a roll, that roll is happening as a part of a different action. You can't, for example, use your bonus action on the enemy's turn to force it to roll a 1.
Sounds like a Reaction or no action (similar to Portent) to me.
