I'd say orcs are more similar to hobgoblins (there's no way those skinny guys have a 16 STR and 12 DEX, they are definitely as nimble as they are strong.), and goblins are goblins. The nazgul would have to have their own stat blocks, there's not really anything in D&D that is that similar to them.
