I wish to know what time signatures are with a REALLY simple explanation that my teeny tiny brain can understand that doesn't use any big words like 'measure' and stuff. (I'm an idiotic buffoon and barely know my music vocabulary stuff)

 Time signatures indicate the rhythm of a piece of music. They are written as two stacked numbers, like a fraction, and tell you how many beats are in each measure (top number) and what kind of note gets one beat (bottom number) Simple redstone!
