A person polymorphed into a devil is still not quite a devil, they are a polymorphed person, as a dispel magic would show. The person still originated from the material plane. At least that would be my ruling, since that’s where they were born. So no, they’d not stay in the hells.

To be clear, for the purposes of any spell or effect that cares about whether a creature is a devil, they're a devil.

Oh, I should have been more careful in my wording. No, I’d say the creature that is now a devil is still a native of the prime material plane so they’d end up in a demiplane.
The target takes on the "game statistics" of the creature you polymorph it into. The question is whether origin is a game statistic. I'd say no, because it's not in the stat block and because spells that clearly were made to target extraplanar creatures (well, aside from banishing spells at least) rely on the creature type rather than origin.

Banishment does not work differently on fiends. It works differently on things from other planes (if you cast banishment on a human while in hell, the human is sent to the prime material). It's not specifically forbidden to have a fiend that is native to the material plane, a Cambion probably qualifies.
