You need to buy the content on Dndbeyond to have access to it or otherwise make a homebrew duplicate. Linked in my signature is an FAQ of commonly asked questions relating to accessing content. I'll suggest you give it a look over.
No. You only get access to those things when you are making a character in the campaign. Since you are not making a character within that campaign you don't have access to those tools (though you can still read the books via the sources tab).
To add to what ConalTheGreat has written, content is not shared with “you,” it is shared with “the campaign” itself. Other than to read it you only have access to that content in that campaign.
You cannot copy content that is shared with you as the basis of a homebrew.
If you do not own any extra content on DDB but are a player in a game where someone owns Tasha's Cauldron and content sharing is enabled; you cannot use the dropdown to select Clockwork Soul as the base of a sorcerer homebrew.
I assume what you are trying to do is make some tweaks to the clockwork soul subclass?
Assuming that, content sharing will not solve your problem. You have two solutions:
Buy clockwork soul so you can use it has a homebrew starting point
Have someone who owns the clockwork soul and is in a campaign with you make the tweaks for you. (Homebrew content is automatically shared within a campaign)
Someone on support suggested to turn off sharing content and turning back on. I will ask my friend to try it out and let you know if that worked for me.
As mentioned already, content sharing allows you to use the Clockwork Soul subclass on a character within the campaign that has content sharing. It does not allow you to make homebrew based on it, unless you yourself own the subclass.

Hi everyone!
When I choose the sorcerer in homebrew ,I dont have clockwork soul as an option. The only option that shows is Draconic Bloodline.
Is there something i have to do to get the other subclasses to show?

Ill check it out. I thought with all the books our dm bought and shared that the tools to make a homebrew would be included.
