Me being the player, and GM sharing the books i miss.
Your DM isn’t sharing the books with “you,” they share them with the campaign itself. You must either have a PC in that campaign or be building your PC in that campaign, and the content will only be available for the character specifically in that campaign, not any others.
I'm still having this issue. I've checked and don't have the re-sync button. I've asked my DM that is sharing his content to check the same and no button to press there either. He has even unshared and reshared the content to see if that would reset it but I'm still missing options when creating characters.
Which options?
If they are any of the player options originally printed in Ravnica, Theros, or Strixhaven, then the “M:tG Content” toggle needs to be on (red, to the right).
If they are non-core options like Grung or Tortle, then the “Non-core Content” toggle needs to be on.
If they are options from Wildemount, then the “Critical Role Content” toggle needs to be on (red, to the right).

I just figured this out as well. I was working a lot in the app and couldn't see the difference. Makes sense! Thanks for the help!
I joined the camp almost a year ago, and its been working fine, i have used other books from him before. The option that are missing are from the DMG - Death Domain for Clerics.
I am having this issue as well. Cannot access Fizban's through shared. So I purchased it 5.28.22 (Order #8425941 - 5/29/2022) altho the date is later than the day I purchased it. I still cannot access Fizban's as of 6.11.22. My account page says everything is sinked. It is just not working for me. Thanks.

Scroll down your account page and make sure that you purchased the full Fizban's book. If you bought the Compendium-only version, that only gives you access to the book to read, not the Character Builder content.
My gm has shared their resources to us players.. In the campaign character i can see the materials but not on the character creator to create a new character.
I understand its due to the new character not bing part of the shared campaign. This is acceptable.
But i can not purchase the shares content for my own account to make non campaign characters. This is an issue.

What shared content are you unable to purchase? Volo’s and the original Mordenkainens or something else?

I haven't tried turning sharing off and on yet, that wont affect anyone's character sheets will it? We've been getting by because I just go in on my end and select the options for them, but it is a pain to be honest. I just bought another sourcebook to transfer my last player over to digital but I'd like to come up with a solution for the future.

Turning off sharing and turning it back on will not affect anyone's character sheet. While it is off, they will be unable to add things that were previously shared, but everything that is already there will stay put.
Once you have turned it off and back on again, have the players check their own entitlements. (Maybe check yours right after turning sharing off and on, before having them do so)
And, just to make sure: These characters are all in the campaign, right? It sounds like it, but that's a point that is so often missed I wanted to double check.
Also, is it all shared content or just some? Content from certain books is also controlled at the character level by toggles in the home tab of the builder. With items that are found in more than one book, if the first published source was in a group for which there is a toggle, then that toggle needs to be on. For example, to access Circle of Spores, Magic the Gathering content has to be turned one, because it was first published in Ravnica.
Is it all content you don't have access to, or just some? If it's just some, you may need to adjust the toggles on the home page of the builder to allow Magic the Gathering, Critical Role, Eberron, Dragonlance and/or Noncore content.
If that doesn't do it, ask the DM to follow the steps I outlined in the post just above yours.
