I was curious if the racial feats listed for the pre-order of Xanathar's Guide will be availible for purchase after the book is released?
Nope!
I imagine they'll be free for everyone in the feat homebrew section once that's implemented. Of course to subscribe to homebrew, you will need at least a Hero level subscription.
Something to questiong as well, as someone new to D&D Beyond this is all digital products? How would one get the feats if they wanted the hard copy in their hands as well as?

Yes, D&D Beyond is an entirely digital product - note that I said product, rather than products, because this is a fully integrated digital reference & toolset, with way more tools being added in the future.
If you pre-order Xanathar's Guide to Everything from D&D Beyond, the additional racial feats are a bonus that you receive, for use on this site.
If you buy a physical book instead, you'll still have the latest official D&D content, but won't be able to use it in the tools on D&D Beyond, nor will you receive the pre-order bonuses from D&D Beyond.
At some point in the future, when homebrew of feats is added to D&D Beyond, these additional feats will likely be available to everyone who has a subscription.

You'd print it out yourself like you would with any homebrew that you create for your table. Right now all homebrew on D&D Beyond is up for grabs if you want a physical copy. You might wanna use copy/paste to your word program of choice before your print so that the formatting looks nice, but any creation in the homebrew section can be printed by anyone (no sub needed for that).
The primary advantage of these preorder feats are that those that preorder Xanathar's will have them before homebrew feats go live and they'll be able to use them in the digital tools forever without ever needing a subscription.

Looks like DDB pulled all of Badeye's "homebrew" feats
The Homebrew pre-order feat names will be able to be seen by everyone, however once you expand for additional details, it is limited to those that had pre-ordered XGtE
