Buy the D&D Adventure system board games for a lot of good minis for an excellent price (and a decent board game too!). I started my mini collection by getting Wrath of Ashardalon, Castle Ravenloft, and Temple of Elemental Evil. They are pretty decently priced especially considering you get around 40 minis per game and are perfect if you are just starting out with painting. I'd also highly recommend the Zombicide Black Plague board game, great game, great minis and lots of them.
Surprised no one has mentioned this that I could see, but if just starting out and looking for a bunch of generic stuff then a used goods site like Craigslist is the way to go. You can get a couple hundred minis for like 5-10 bucks from someone cleaning out their collection, and even if half of them are broken or army guys or whatever you still get a ton of stuff.
for the only game i DMed, i used some old warhammer and warhammer 40k minis as goblins and bugbears and some newer warhammer lizard folk raptor mounts for wolves, and a mixture of some very old minis from various fantasy and sci fi games, one being judge dredd, for the characters. i had a bunch of these things from when i used to play games workshop games when a teenager and old ones from my uncle that my gran had from when he used to play games, and some from when i got back into the painting side about 10 years ago.
for my player characters i have gone to multiple websites. my main character is a tortle that i got from etsy, my backup characters have been warhammer elf and lizard folk for my drow and lizard folk, warhammer world's (games workshops head office) bugmans mini for my dwarf.
a warhammer 40k necron for my warforged, (from amazon, but can be from various sites) nolzur's marvellous minis incubus for my winged tiefling and nolzur's asimar fighter (unsure on the winged or unwinged mini from the pack at the moment) for my asimar.
I have also bought (again from amazon) gale force 9 arkhan the cruel and the dark order set for the Minotaur and dragonborn minis in it.
i have backed a couple of mini company's on kickstarter, eldritch foundry will be for 2 of my minis (possibly the Goliath and the goblin or the Goliath and a gnome when they add the race) and Blacklist Miniatures: Fantasy Series 1 for some of the others as the kickstarter means i will have i think 200 minis of a mix of player and enemy minis.

Board games are a great way to get minis. You can use them for the game itself, and have them for DnD.

Target and Walmart have metal Dicast figures usually Marvel, DC, Disney, and others, Or we get old Hero Clicks from dollar bins in comic shops, or go to goodwill and get old board games ( bonus they come with D6's ) that's what my group uses because 1 they are cheap and 2 they are prepainted.
Also Metal Dicast is coming out with D&D figures next month
Im printing mine using a 3D printer. There are huge collections out of there of official DnD minis and lots of other minis that are just created by artists.
