Yes you can move to L12
The way we have been handling this type of damage is you (the caster) rolls the damage once per round on your turn. As the DM I roll the saves and apply the damage if the monsters fail the save. When it's your turn again you roll another damage roll for the new round. It should look something like

The Golem dashes towards the gargoyle, but he doesn't have enough movement to get past Velmine and Xavier.

Eiren's rapier warns him of the danger just in time and he is able to react to the Gargoyle casting Shield.
Velmine moves to attack the Gargoyle, but she isn't quite able to hit the flying Gargoyle.
Xavier moves to K8 and fires off a Fire Bolt and hits the gargoyle with a hot bolt of fire.
So because Eiren's rapier gave warning I'm going to treat the Gargoyle's action as his turn instead of a surprise action.
