By RAW nope. Unless a feature specifically states you can, the only way to upcast is using a spell slot as the spell becomes that slot level. Since the Limited Wish feature does not use a spell slot and doesn't state you can upcast, then you cannot. The same applies to a Warlock casting Wish spell. They can select it for a Mystic Arcanum but it still doesn't use a spell slot etc.
It's one downside of Warlocks over other spellcasters who can cast Wish using a 9th level spell slot - since it will upcast the spell to 9th level.
Think ya mean Simulacrums but aye. Genie is the most broken subclass - wish for simulacrum, that sim takes long rest, can wish for a sim, and you can wish a sim, and so on and so on. When all sims long rest, they can all use limited and full wish, every day.
Broken is as broken does. No DM would actually allow those kinds of shenanigans into their games unless they're ready to abandon the classic adventuring structure.
While the RAW of some of these features may need tweaking, the RAI obviously doesn't encourage this. Mystic Arcanum may not be spellslots, but they ought to emulate them to a degree. Basically Pact Magic without the Short Rest refresh.

Multiplying warlocks is just begging for some kind of betrayal/mutiny against the original. A lot of "it's technically RAW" shenanigans tend to have in-world implications if you think them through in the context of that world. Sims being "friendly" to creatures designated by the creator gives you enough wiggle room so that eventually the friend of your friend's friend could potentially be your enemy.
Quick question. Limited wish states any 6th level spell with one action yadda yadda.
Does this mean you can't upcast something like fireball to 6th?
