So I have a Warforged Artificer with a Passive Perception of 30 and a Perception modifier of +15. How did I do this? I'll explain.
So I maxed my WIS score to get +5 and my proficiency bonus is +5 but that got boosted to a +10 because I took a Feat that gave me Expertice with one skill I'm proficient with which I used on Perception giving me a +15. I also took a Feat granting me a +5 to my Passive Perception.
So Passive Perception is 10 + your Perception modifier + the +5 bonus from the Feat so 10+5+15=30. And in addition I created special lenses that cover my eyes granting me advantage on Perception checks using sight so yeah....
I was wondering if I can boost this farther in any way.
For those wondering what Feats I took they where the Skill Expert and Observant Feats.
If you gain a feature or magic item that grants active advantage on Perception checks, I believe there’s a rule in the PHB that states you get a +5 bonus to Passive Perception.

already applied... Cant stack advantage so a second bonus wouldn't either by RAI
Well, reach level 17 of course, or acquire a tome of understanding. Check bonuses such as guidance or a stone of good luck (luckstone) don't clearly apply to passive score. I think I recall multiclass options, don't recall what they are.
In practice there's a shortage of situations where it would matter, it's technically possible to have something like a Shadow Red Greatwyrm that has access to pass without trace for a +30 stealth (+2 from dex, +18 from proficiency, +10 from spell) but that's spectacularly degenerate.
Not sure about linear improvement, but Devil Sight or true seeing might help, as well as blindsight. The stat allocation makes me wonder if 2 or 3 more points is worth a loss of Int on an Artificer.
You can also get the Blessing of Understanding which increases your wisdom by 2 to a new max of 22, which stacks with the tomb of understanding which increases it by 2 and increases the max by 2 aswell.

Advantage doesn't stack, but you haven't applied the +5 bonus yet. The +5 observant bonus is not from advantage. That puts it up to 35 (5 wis, 10 expertise, 5 observant, 5 advantage, +10) passive perception.
You will also have a higher proficiency bonus at level 17. Just 4 or fewer levels to go. That will bring it to 37. Then you are just another 4 levels from an epic boon that brings it to 38.
You could theoretically farm tomes up to 30 wisdom and cap at 42 passive perception, but that is very DM dependant.
Get the sentinel shield. It will boost your passive perception by an extra +5, as well as give you advantage on initiative and all perception checks, not just those pertaining to sight

The +5 to passive perception from a sentinel shield is due to it granting advantage on perception checks. It’s not +5 for simply existing and then advantage for another +5. OP has a home brew item that gives them advantage so they have already accounted for any bonus a sentinel shield would contribute to passive perception.
One item I haven't seen mentioned here yet is the Ioun Stone of Mastery, which increases your proficiency bonus and would thus increase a skill with expertise by 2 points. And for an added bonus it actually helps you with other things as well.
