There are some limitations for this playtest content within D&D Beyond, which are noted below.
All three of these subclasses use a new mechanic that is introduced in this playtest cycle - subclass features that can be used a number of times equal to the character's proficiency bonus before a short/long rest.
The best solution we have right now, without undertaking development work, is to scale the number of uses off the character's levels in the class to which the subclass belongs (e.g. Rogue for the Phantom).
What this means is that the number of uses displayed on some subclass features will be correct for single-class characters, however for multiclass characters, they may well see completely incorrect numbers of uses.
Obviously this isn't ideal, but we believe it's a better implementation than leaving these subclass features without the ability to track limited uses.
Many rogues walk a fine line between life and death, risking their own lives and taking the lives of others. While adventuring on that line, some rogues discover a mystical connection to death itself. These rogues take knowledge from the dead and become immersed in negative energy, eventually becoming like ghosts. Thieves’ guilds value them as highly effective information gatherers and spies.
Notes:
Whispers of the Dead - This skill allows the character to swap its proficiency every short or long rest. To change this skill please go back to the Character Builder and change the skill to a new one.
Wails from the Grave - There is currently no way for our system to track uses based on Proficiency Modifier.
Tokens of the Departed - Soul Trinkets can be tracked on your character sheet under the "Tokens of the Departed (Destroy Trinket) Action shown below.
You have made a pact with one of the rarest kinds of genie, a noble genie. Such entities are rulers of vast fiefs on the Elemental Planes and have great influence over lesser genies and elemental creatures. Noble genies are varied in their motivations but are all arrogant and wield power that rivals that of lesser deities.

Expanded Spell List - At present there is no way to grant expanded spell lists on a per option basis. The Genie Warlock will show all of the new spells available to learn currently. Please follow the Spells known for your specific Genie type as shown in the below Table.
Expanded Spell List (Mystic Arcanum: 9th Level) - There is a known issue where wish does not appear on the list of spells selectable for Mystic Arcanum (9th Level).
Among wizards, the Order of Scribes is the most bookish. It takes many forms in different worlds, but its primary mission is the same everywhere: recording magical discoveries in tomes and scrolls so that wizardry can flourish. And while every wizard values their spellbook, a scribe in the Order of Scribes dedicates themself to magically awakening their book, turning it into a trusted companion.

Manifest Mind - The current hitpoints of the spectral construct can be tracked using the bar below the action as shown.
Manifest Mind, One with the Word (Teleport) - There is currently no way for our system to track uses based on Proficiency Modifier.

Please ensure that you enable Playtest Content - this can be accomplished in two places:
1. On the HOME tab of the Character Builder.
2. In the preferences sidebar of the character sheet.

It was set to On. I've also turned it off and turned it back on just for good measure, then refreshed the page. Still not seeing The Genie as an option.
I am having the same issue. The new UA subclasses show up in the compendium but not as options in the character builder. Playtest content slider checked and double-checked.

Not showing up. I have logged off and logged back on and refreshed. Onomancy is gone, but new UA sublcasses are not there.
I am not seeing any of the new content, either.

The devs have resolved the issue,
Our server side cache is cycling so the classes should appear over the next 15 minutes.

Odd, I'm seeing the Genie subclass for warlock, but not the order of scribes for wizard. About to check for the phantom.
I tried removing the class and got the following error:
