I created a homebrew race. One of their racial abilities grants them a specific feat plus one of five other specific feats. They are all homebrew feats, so I am not able to have those feats listed specifically.
I thought I could have the racial trait have two modifiers, both “Feat - Choose a Feat” and just add text to the description that said the first choice must be Feat A, and the second choice is B/C/D/E/F. But in Character Builder, when you select the first Feat it auto fills the second feat to be identical to the first. And when you then change the second one, the first one changes to be the same feat as the one chosen in the second slot.
What you want is not possible, the system is designed to only grant one feat and it will always double the first feat they choose. Why not simply replace the feats with racial traits?
The feats in question are all available for any race, not just this race (this is just the only one that gets them specifically through a racial trait) but I guess I could make the first one as a racial trait as well as a feat.

Is this a bug or am I doing something wrong here?

I'd do this as five subraces. Each gets to choose one feat and the other one is hard-coded into the subrace.
My homebrew subclasses (full list here)
(Artificer) Swordmage | Glasswright | (Barbarian) Path of the Savage Embrace
(Bard) College of Dance | (Fighter) Warlord | Cannoneer
(Monk) Way of the Elements | (Ranger) Blade Dancer
(Rogue) DaggerMaster | Inquisitor | (Sorcerer) Riftwalker | Spellfist
(Warlock) The Swarm

Can’t you have these be separate features instead of putting both feat choices on the same feature?
It wound make a difference.
