Well, I was trying to do culture (or religion, but didn’t research Stonehenge and never got to founding a religion) because I heard France was supposedly really good for culture victories. And i’m a bit behind tech-wise, which does not at all help with winning wars. We just got to researching industrialization, and the strongest ai militarily, Spain, already has planes and stuff. The other factions, Japan, Mesopotamia, and England, are all around the same level as us, and I’m allied with all of them. I went to war with Spain, realized they had advanced military, and decided not to.

And for being tech-behind, kind of reminds me of a Civ II game I had. It was a Rome scenario. Probably set between the 1st and 2nd Punic Wars for its start. I'd played as the Celts, building a large empire in Gaul, Germania, Iberia, Italia, Dacia, and possibly Sarmatia. (I don't remember how far North and East the map went, if it had the Caucasus.) Finally went to invade the Ptolemaic Greeks and my army had a lot of outdated units. So at the beginning of the war I had a horde of knights, legions, etc. going against musketeers, dragoons, cannons (maybe even riflemen, that scenario didn't have any tech-cap). So that swarm of mine suffered a lot of losses until I produced a modern army that finished the job and moved into Seleucia. (Back in Civ II you could only upgrade units by having Leonardo's Workshop, unbuildable in that scenario.)
