I have a problem with what I call the ad hoc dice roller, not sure of the official name for it, the one on the lower left hand corner of the window where you can click on the d20, a menu is supposed to pop up allowing you to select multiple dice, and then roll. When it works it's great, but most of the time when I click on the d20 the menu only flashes very briefly before disappearing. I've tried clicking on it multiple times, refreshing the window, zooming both in & out, opening new windows, even restarting. It very rarely if ever works.
For the record I'm using this in Chrome 92.0.4515.130 Stable on a Chromebook.
Do you have any extensions that may be interfering? Beyond20, AboveVTT, ad-blockers, VPNs, etc. If you try the same actions in a different browser or in an Incognito browsing window, do you experience the same results?
Halfwing got you on the support, but since you asked it is technically a “Floating Action Button” (aka FAB) that brings up what DDB calls their “digital dice trey,” or just “dice trey” for short. Commonly it gets called stuff like “dice trey button,” but it doesn’t really matter, ad hock dice roller works too.

I then tried Chrome on a Windows computer and installed a different browser on my Chromebook, Android Opera, both which worked fine. I decided to try a Powerwash (factory reset). After updating it's the same version of Chrome, and the "dice tray" (thanks IamSposta) now works! I may never know why it broke unless it happens again, hopefully never :)

Just now one of my Chromebooks received an update to 92.0.4515.162 stable (32-bit), the tray worked for about 12-ish rolls before I couldn't open it any more.
Not sure whether it might actually help in this case (it's the first I've seen of an issue like this), but you can always try clearing your browser cache, and if that doesn't work, clearing D&D Beyond site data.

I tried clearing the dndb site data, same issue. I had actually already cleared my cache, technically just the downloaded files, so I went ahead & cleared everything. No luck.
I just upgraded both of my devices to 92.0.4515.162 & the dice tray worked briefly after the restart but within a few rolls it stopped responding again. Which to me indicates a local data or caching issue of some sort, but it's baffling why clearing everything doesn't at least briefly solve the issue. As well being able to reproduce it on 3 separate Chromebooks but not on a Windows PC running Chrome shows me it's specifically a Chrome OS issue. Sucks to be me :(

To clarify, my issue is that when I try to click on the dice tray icon at the bottom left of the page the menu flashes briefly not allowing me to select anything. Are you saying that you don't have the dice tray icon on your character sheet or encounter builder at all?

I don't think there is supposed to be a dice roller on the campaign page. You are talking about a screen similar to this correct? (image under spoiler to not flood the page)

Yeah, thats the page. I'm nearly 100% certain I was rolling dice there with the game log open on the right the last campaign I ran a month ago. The only other place I'm able to roll is on the "My Encounters" page, but there I am not able to open the game log (unless the players are actively in a battle). So where can I comfortably roll dice either to myself or everyone while also keeping DnDBeyonds game log open??? Cause once again, Im quite certain I did exactly that on the page you screenshotted
