I think #2. I feel like if it was going to be during CR, they would be doing more to push DDB users to check out that episode. "Even if you don't already regularly watch, you DON'T WANT TO MISS THIS!" We haven't seen much of that, so your second guess seems more likely.
From the most recent changelog, the wording has changed from soon™ to imminent
"With DDB being a fairly large product, in scope, and only getting larger, we always have multiple paths of development occurring simultaneously. This particular change-log, while not as exciting as the imminent character sheet revamp, is for an area of the product that has fallen victim to its own success - homebrew."
I has and I have always trusted that it would be before the end of June, that is the reason I planned for my first session with my new campaign on June 29th. I just want EVERYONE to know that it is indeed com I gotta before the end of this month. :)
My next session is Saturday. I'm hoping it comes in time for the players to look it over so we're not spending the whole time figuring it out together.

Agreed Stormknight but if it gets released over the weekend(Fri,Sat) and any bugs pop up it could screw up weekend games( when the majority of casual gamers play) that depend on the character sheets. Not to mention the DND Beyond staff probably wouldn't want to have to deal with emergency patches on a summer weekend. Just my 2 cents

So not to always be the devil's advocate but... Stormknight said he had a test sheet about a week ago if I am not mistaken, so I would say if they are releasing this month and they are deliberately avoiding a prerelease announcement, then its because they are going with #1. They likely gave the members of Critical Role the test copy Friday of last week so that they could make any conversions, settle their characters making sure they had a week to resolve any issues they had/have, gave the cast a week to look over it so they don't look lost during the first session using it, and gave them the honor of announcing it. This in my opinion, makes the most since of these two. Also, if they don't do it this week they might wait for 2 weeks for the next episode of critical role but at the same time the cast has a lot to deal with settling in after the move and might not actually have time to look at it even with the extra week. Again, this is just me speculating. It also kind of explains a lack of announcement if they made a deal to let the cast of Critical Role announce it. I do think they could have announced earlier for our sanity and still have had critical role do the big reveal.
It seems like they are deliberately avoiding an announcement at this point with all the hints with no actual announcement from BadEye and Stormknight in the form of "stay tuned something is happening this week" type comments made pretty clear by posting on this thread. So I will consent that it is likely that LukeS7's #1 here is the reason... then again they could be announcing a release date. I am excited either way and I expect in either case we will likely hear something official Thursday during Critical Roll (Friday during work my time, so I will have to stop by during lunch and see something has been announced yet.) That's just 2 days away.
The lack of inflection in text means that a reader of any post adds their own inflection as they "verbalize" it in their head. I write long and repetitive in an effort to be clear and avoid my intent from being skewed or inverted. I am also bad at examples. It is common for people to skim my posts pull out the idea they think I mean or want to argue against or focus on my bad example instead of the point I am actually trying to make. I apologies for the confusion my failure to be clear and concise creates.

There's never going to be a non-disruptive time to release it. Hopefully they provide some advance notice at least.
I personally don't think that it will necessarily be announced on CR, as far as I can remember the only things that have gone live or been launched on CR are thing things that are CR related, The DDB ad and the addition of the Blood Hunter and Gunslinger. I'm happy to be reminded of another time a core DDB feature has been launched through critical role but that is what I can remember.
Especially with all this hype surrounding it and all the amazing work the DDB team have put into it I'm sure they would rather be the ones to announce it on the site and the let CR talk about it on the episode after they do. As StormKnight said here "There's going to be several major posts when the new character sheet is deployed. :)" And I feel that they would want to explain in detail everything about the new sheet at the time of launch so everyone gets a full understanding and they can avoid as many posts with questions as possible. Something which CR would not be able to achieve.
Plus if they did announce it at the start of CR I would be so very torn between watching CR live and playing with the new character sheet. I think I would have to stop watching CR, play with the character sheet for the 4 hours until the VOD of CR was released. So personally I hope they release it before CR but to me, the likely release time is Friday morning as it is post CR and gives them a day before the weekend to fix whatever bugs might come up. At least I hope that for Hartless' sake, as I have seen him up to all hours of the night and on weekends posting about bug fixes the few days after a big Friday afternoon release.
Yeah, I think they rushed it to get ahead of D&D Beyond's because it's buggy as hell. One attempt to make a basic character and encountered bugs on every, single, step. And they only take it to level 1 and even then when the char sheet is made several features and info are either missing or presented horribly. It was easier and better to just fill in the blank character sheet. Deeply unimpressed.
