If a Dragonborn Sorcerer was created as a character is that character limited to one Draconic ancestry?
Can you stack class and race perks?
Absolutely you can stack them, that is exactly the point of the Race/Class system. That PC could absolutely have mixed heritage, or not, however the player likes.
You can certainly have a dragonborn sorcerer who has one type of draconic ancestry from his race and one from his class.
But keep in mind by RAW these are still different elements even though they're worded the same. When the sorcerer gets abilities that reference their draconic ancestry, that needs to be the *class* ancestry, not the racial one.
Black Dragonborn Sorcerer with Blue Dragon Bloodline is perfectly okay. the Black Dragon aspect is character related and doesn't increase in power or ability, however the Blue Dragon Bloodline, that increases with Sorcerer level.
