With Gar nowhere to be seem Bubbles just focusses on dispatching more of the skeletons, swimming towards the cluster of three and swinging Last Rites in hard at the nearest sailor, while shouting back to the others "Where's Gar???!!!"
(Rage still active, reckless attack, GWM strikes, added additional GWM strike if one of his two attacks destroys a sailor)
"Your guess would be as good as mines, Bubba!" Undertow called back, starting to swim closer to the action. Realizing, however, that none of the others at least had eyes on them, least Bubbles would've been the first to go charging after the fiendish fishy foe, he swam off and behind Sandlot, blade at the ready, expecting some kind of sneak attack like at least once before.
Movement: To AO-30.
Action:Ready to Attack any enemy the enters his range. (below attack roll, if triggered) Attack: 16 Damage: 9 magical piercing.
Bubbles continues his onslaught by moving closer to the next targets {AG-26} and putting an end to the sailor that both Gulp and Barnacle had wounded. (Undead Sailor #16 takes 33 magical piercing and radiant damage and is DEAFEATED.)
Without having to move, Bubbles shifts his next two attacks to another nearby foe. There is no radiant burst this time but the result is the same. (Undead Sailor #19 takes55 magical piercing and radiant damage and is DEAFEATED.)
Whale-Gulp aims first at dealing with the last remaining undead. He hits the enemy with his tail first, causing it to almost come undone. The sperm whale then swims around and a bit closer to completely swallow the sailor. The whale can tell that the enemy is still moving a bit inside his guts, but it is now literally removed from the battlefield. (Undead Sailor #20 takes 40 bludgeoning and piercing damage and is SWALLOWED.)
Whale-Gulp then swims east. Because he needs to squeeze between some narrow passages, the whale cannot get past the many corral mounds in the middle of the area. His echolocation sense should nonetheless be able to cover the area where he noticed the ping a moment ago and yet, the whale "spots" no one.
Gar swims quickly from inside the nearby wreck just south of Shanty's location. Instead of swimming up to the bard, Gar approaches the cleric of the group {AO-31}. Sandlot notices that Gar's eyes are now bloodshot, and the veins in his face as engorged and blackened.
(@Ori: I'm reinterpreting Undertow's turn a bit. Feel free to roll a second attack.)
Undertow begins swimming east while lamenting not having eyes on Gar. When the ranger moves, he ends up being quite adjacent to the path of Gar's sudden burst-swim. Undertow's first stab is deflected by Gar's hardened body. The second attack is more accurate, damaging a clearly more wounded and exhausted Gar. (Gar Shatterkeel takes 9 magical piercing damage, reference.)
LEGENDARY ACTION
Gar screams at Sandlot: "I've spoken with the Queen of the Depths, and she will have you back!"

Sandlot eyes actually goes wide at the claim. But before he can muster much of a rebuke let alone a denial, the air is suddenly driven from his lungs as Wave impacts hard enough to leave him doubled over, gasping for breath. "She... Will no-...." He tries again after Wave is yanked out of him, only to let out a gasp of pain next, the claw next finding purchase on his thick hide. Trapped, he could do no more than close his eyes in acceptance as Wave is driven into him once more.
But as he hanged limp in the claws breathing what may be his last, Sandlot... yet breathed by Eldath's grace. For now.(reflecting below death save)
Sandlot Death Save(DC 10): 20.
OR(if Interference Made)
... or in an alternate time line, Sandlot opens his eyes upon realizing no final strike would spell his end. Glancing first to a perhaps annoyed Gar, and then to Shanty, the Aged Locathah turned back to the former with a soft smile. "Enough, she has taken.... Ensure... this we will...."Part of Sandlot's body liquifies then reform out of reach of the claw on that note. "Pursue me, if you wish.... but know.... know you only assure your end." With that, there would be another timely rising of buddles to obscure Sandlot's retreat back to the north, realizing Gar would have no choice but to take the bait.

Understanding that a well-timed insult from Shanty is what he owes his life to at this moment, Sandlot decides to disengage from melee combat and swim away playing the role of bait. He swims in the direction of Barnacle, who has already heard Gar's voice and begun moving toward it in a careful manner {AL-30}.
LEGENDARY ACTION
After Barnacle's move, Gar initiates his pursue of Sandlot. Gar moves to {AI-32} without provoking opportunity attacks.
Amble too swims toward the sounds of battle. They pick a spot somewhat central to the battlefield and send another burst of healing warmth towards the locathah. This time, the sperm whale is sufficiently far from the healing center such that he does not benefit from it.

NOTES: I assume that the Driftglobe is shedding Light from where Gulp is, although it is currently out of play. Same applies to Bubbles' Candle of the Deep, which is in play. The light blue musical note token represents Shanty's Tentacle of the Deeps. Shanty's coin at {AF-33} is another source of Light.
Whale-Gulp, Barnacle, and Undertow struggle with the relentless coral shoots and find themselves being restrained. The others avoid the coral.
(Bubbles, Whale-Gulp, Shanty, and Undertow are up next. Gulp and Undertow are restrained but can use their action to perform an athletics or acrobatics check {DC 18} to escape. Because of his location, Gulp does not know where Gar is, since his echolocation does not go through walls.)

Unfortunately for Amble, and perhaps for all others going forward, words requesting a measure of restraint fall on deaf ears. With righteous and vengeance being only further rekindled in being bound and seeing a remorseless Gar continue his assault, Undertow fought to break free by force from the coral. "Leave him be you craven coward!" Undertow yells out. And if perchance freed, he immediately springboards off the coral to get within stabbing range.. or so he hoped to.
Action: Attempt to break free(DC 18): 23.
Movement(if freed): To AJ-32.

Realizing no one can understand him, Gulp-Whale (after hitting remaining enemies in frustration) swims east, where he felt Gar's presence last time.
If any of the undead are still there after Bubbles attacks:

Bite: Attack: 30 Damage: 24 (DC 14 Dexterity saving throw or be swallowed)
Then swim east. If there are no more enemies - simply swimming around (east-ish) for full movement (dash) searching for Gar.

Barnacle realises he won't be able to engage Gar from his current position. Obviously unwilling to go mano-a-man-crab with this locathah.

Undeterred, Barnacle shifts to place himself as close as he can to Gar before adopting a defensive pose ( dodge.)
Shanty will lash out verbally at Gar before he lands his final blow.
"You think you can take him down? You're such a failure you couldn't even hold on to your weapon."
