I have access to the PHB through the campaign that I'm playing in.
Campaign-content-sharing only extends to your character within that campaign, not your whole account. However, so long as the person with access to the PHB (ie the Friends spell) has created the subclass and correctly added the Friends cantrip as a spell the subclass would have access to, and you've created your character within the campaign and selected that subclass, it should work. That's a few variables to work through, but one of those is likely the reason you can't currently access it.
I'm trying to create a homebrew race that has disadvantage on initiative. Initiative is a viable subtype for a modifier regarding advantage, but not with the disadvantage modifier. Is there a reason why it's not an option for the disadvantage modifier, or is it a bug/oversight?
I cannot add Homebrew Monster in the Extra's page. None of them show up in the list page for any category. Are we supposed to be able to add Homebrew Familiar's. I also can no longer see the ability to add things as Familiar's only Monster's not Pet's or Familiar's. When looking for the Homebrew I must choose a list rather than being able to see All Homebrew's and filtering them. I would like a more open search ability than being put automatically into a category; am I missing something or did this get changed?

You have to add the appropriate tag for it to appear in the corresponding list. For example, if you want a creature appear in the sidekick list, you need to give it the sidekick tag.
essentially I’d like it to be a weapon that uses wisdom / int or another stat besides str or dex for its to hit and damage however when I use the modifier “melee weapon attack with wisdom” or “magical weapon attack with wisdom” the buff would apply to other items equipped thus throwing numbers off how can I fix this or what modifier should I use

You shouldn't have to publish to share in your campaign. I think the reason you haven't seen more complaints is that it works for most people--myself included. Some things to check:
-Are the characters in question in you campaign?
-Are these homebrew items in your collection as well as your creations? (They need to be in "my collections" to be sharable. Typically they are by default, but maybe something happened here)
-Do those Characters have "homebrew" turned on? (first tab in the character builder)
-Ask players to check their entitlements (see link in my signature). If it says they need to sync, they should click the sync button. This one is a bit of a stretch, but might as well check it if the other suggestions don't pan out.
-have the players toggle the "inspiration" spot on their sheet twice (so it goes back to the state it was in before they started toggling). this can "refresh" the sheet
If none of this works, then the two possibilities I can think of are that 1) the homebrew items in question are missing a required element. Sometimes homebrew items won't show up if they are missing essential pieces. 2) you've stumbled across a fairly rare bug/combination of circumstances.
In both scenarios, it would help if you posted links to some of the affected homebrew and affected characters.

I know both are untrue as I am currently working on sharing subclasses from a Kickstarted project called Crown of the Oath Breaker with the general public, with their permission, and these are the error messages I am getting. I have successfully shared two of the total 5, as of writing this, that I have worked on. Can anyone explain why this is or could Dndbeyond maybe add different error messages that actually tell us creators where the error is?

Have you saved from the save button in the “basic info” area at the top of the homebrew editor? That’s the only time the checks are re-run.
what subclasses and what levels?
if not a druid, the “circle of Sporesl error often means the description field is too short.
The error has appeared for Barbarian and Bard, though I have had this error appear for Druid, Paladin, and Ranger as well. All levels are accurate and the subclasses are Crown of the Oath Breaker or my own HB subclasses. I will see if the description box is the source of the Circle of Spores" error and get back to this thread with that.
*EDIT* Just rewrote all of the text in one of the subclasses for barbarian, confirmed that is the issue with this subclass. I will do the same with the Bard classes and hope for a similar result. Thank you for the assistance!

Druids are weird in terms of required levels. Land Druids and Moon druids don't follow the same progression. Since Land druid is what shows up in the Basic Rules/SRD, that's the pattern (of required levels with features) that has to be followed for homebrew Druid subclasses to be publishable.
Hello all, I am currently trying to make a Monk Subclass that involves ranger abilities and tracking, one feature i wish to add is Favored Enemy. I have worked out everything up until the options within options. For example, when you choose humanoid, you can then choose two humanoids in that sub section. Only, i need to create an option for each individual humanoid, meaning that the sub class feature can not pick two of them. It seems to be missing a 'Choose a Humanoid' option. Or even an option within the option section.

You need to create a new version. You can never edit published content because it could break active characters.

2: why can another option from that class feature not be set as a requirement? (for, say a feature that grants options at multiple levels)
