Temp HP last until a long rest or it replaced or removed, but it doesn't specify how long the reaction trait lasts. Does it mirror the Temp HP, lasting the same time or is it a one use kinda thing as the bard uses the feature?
It's a one time thing. They use their Reaction to move up to their Speed without provoking Opportunity Attacks, and once they stop moving, that part of the feature ends.

So the movement is a reaction to the Bardic inspiration. They must react right then or lose it. It is excellent to help a whole party get into combat or escape melee if getting their butt whooped. Can also be nice if the opponents have an AOE caster to spread out and avoid everyone taking damage from say a fire ball.
