does these conditions apply even outside conditions where initiative is rolled, or in other words can i command my construct friend to take an diffrent action if we are outside of an life-or-death situation, could i for instance command my humonculus or my steel defender to use an action to cast an spell inside an spell storing item i've made and thus let my useless humonculus cast warding bond and help in battle, or is such an arrangement simply impossible and action outside what is in the stat block simply not possible without the DM's intervention?

Use Magic Item is not on the Homunculous or Steel Defender stat block. To allow it would be DM fiat.
