Yeah, it feels like the current mechanics make a Grapple-heavy monk difficult to pay off b/c of the high cost of not rushing DEX to 20. If STR checks or saving throws were more useful in the general game, that would provide more incentive to balance those two stats.
Honestly, Rogue-Barbarian is probably the better way to go for a grappler b/c then at least you don't care so much about your WIS score. Keep WIS around 10. Expertise the heck out of Athletics.
Unless, of course, WotC approves a new grappler-friendly Monk sub-class.
Honestly I mean Way of the Struggle of something like that (in a number of languages, the words struggle and wrestle mean the same thing) would be kind of a jiu jitsu/luchador type flavor. Something along the lines of:
At third level you have gained mastery over manipulating holds locks on your opponents body. You can make a grapple check with your dexterity skill instead of strength.
