It has some issues.Here are the two glaring ones that popped out at me right away.
At level 20, with the Tough Origin Feat, and 20 Con, you would have an average of 282 hit points. That means you could not even cast one each of level 8 & 9 spells before your hit points were completely reduced.
If not restricted, this subclass would be ridiculous multiclass fodder for martial classes like the Barbarian. Barbarian 5/Sorcerer 15 with this subclass would have a ridiculous amount of survivability (especially an Aasimar Wild Heart Barbarian with resistance to everything except Psychic and Force damage).
It's a cool concept, but it needs some tweaking to be viable.
you are slightly wrong you would have 322 health with the tough feat and 282 health with out it but you are right that it might be slightly to much health how about this
1st-level: 13 hit points
2nd-level: 17 hit points
3rd-level: 25 hit points
4th-level: 35 hit points
5th-level: 50 hit points
6th-level: 74 hit points
7th-level: 85 hit points
8th-level: 115 hit points
9th-level: 163 hit points
and this subclass is all about spamming lower spells with your tons of hp instead of casting the bigger spells
