The idea of a Dragon becoming a patron is an interesting one! As other people have said an Ancient Dragon may have enough power to become a patron, and I once played a character in the Guildmaster's Guide to Ravnica campaign who was a Warlock who's Patron was Niv-Mizzet the Dragon Wizard, and that there was a whole splinter group of the Izzet League who formed this pact with Niv-Mizzet, and they have this "Armor of Niv-Mizzet" spin on Armor of Agathys or Critical Role's Arcanomechanical Armor, so it deals lightning damage on contact and you're just encased in an arcanomechanical writhing armor made of Mizzium. I said "mizzet" a lot, and now I feel stupid, but you see my point. Another concept I plan on using for a Dragon patron was using an Ancient Platinum Astral Dragon, a dragon so ridiculously huge that it takes up most of the positive Astral Plane and could rival the likes of Primordials and minor Gods. having an entire religion set around it, having all sorts of Paladins or Clerics multiclass into a Warlock when this powerful dragon peering down on the material from afar is pleased with the worship that he receives from his followers and he gifts them with a pact and power. Maybe they get a tiny astral pseudodragon with a fraction of this serpentine astral dragon's power. Maybe you get this astral longsword that deals radiant and psychic damage with every slice. Maybe they have a gigantic tome book that has a map of the astral plane and allows you to peer within it even from where you sit. The possibilities with a patron like that are endless. So maybe you can take from these ideas. Go nuts!
If your DM is more of a RAW type, then Tiamat and Bahamut aren't Patron friendly since they're gods. If you want to go for a more GOO-like Dragon, grab the name of a Dragon from Eastern (or Western) mythology and throw an idea at your DM.

Ask you DM, if they are cool with it, go for it. If your the DM and like the concept, decide what style of patron they are and off you go :)
