At level 11+ it does not seem a stretch to have +3 studded leather a good magic sword and a cloak of protection.
That's highly GM dependent. I've been in level 11+ games three times in 5E and not once did anyone get even a single +3 magic weapon or suit of armor. It can happen but there's no guarantee that it will happen so making a claim that you can just build the character to get that result isn't exactly reliable.
Well the super budget version still nets you at least 25 AC with no item or spell requirements which is still pretty solid. Although not having access to uncommon and rare items in a level 11+ campaign would be quite a rare occurrence unless it is a low magic setting.
There's having access to Very Rare/Legendary items, and then there's having access to the Very Rare/Legendary items that fit your specific character build. Two different things.
Well you usually don't get items specifically for you its loot for the party and the players decide where it goes. So if the DM gives the party 4 AC boosting items that in theory can stack and one player wants them all and the rest of the players agree it will skew things. And I think Ac boosting items are probably amongst the most common players get. One being Very Rare and the other legendary is only unusual at the low end of tier 3. And heck swap the defender sword for a staff of defense, its only 1 AC, but it still adds up. You get one stat to 22 have studded leather+3, ring/cloak of protection and a staff of defense and you got a 29.
Yeah now it gets rarer but staff of power instead of defense and you don't need that 22 in a stat. rod of alertness though it requires an action can sub in for the cloak/ring grab the defense fighting style for another 1, I'm sure there is a racial where you can eek out another 1 like if you are a warforged blade singer instead of a an elf.
So lets say 20 dex/int, studded +2 so a 24 AC so far, ring of protection/cloak of protection so 26, staff of defense so 27. warforged so 28, defense fighting style 29. Nothing crazy on its own its just that every time a defensive item or choice came up that would stack you grabbed it
But heck I'm pretty sure in rime of the frost maiden there is a staff of power so you can drop one of the +1s off that if its that campaign. Might be a different published one I ran, but I think its rime. Don't know if it would stack but if going through Tyranny of dragons any of the dragon masks and a decent charisma would swing a lot. Out of the abyss, while it requires random roles you can get a stat up to 24, every time we have encountered that artifact the party got a stat to 22. I know I've run published adventures with Tomes and manuals that boost stats. And there is a blessing of defense though i have never seen that in play yet. And I suspect I am missing a few. A +1 here and there add up fast.
