I need to buy a few goblin minis for an upcoming campaign, any recommendations on where I can find them for cheap? I only have about $20 to work with...
Paizo has a builder series which I think is like $50 but would probably be your best bet.

Well if you have a printer and some card stock, I suggest 2-D minis. Printable heroes has some of my favorites personally, plus lots of them are free, and if you give them a couple bucks through their patreon you can get the pdfs that have lots of colour differences. https://printableheroes.tumblr.com/
If you wanted to put a little more effort into it, you can even have The Game Crafter print your art onto "micro cards" that fit beautifully in these stands. The more you do, the more affordable it is. Here's a quick example image of custom game mini's I designed using this exact process:

I suggest the Games Workshop "Escape from Goblin Town" goblins. You can buy them as bits online (links to some auctions below). I have about 100 of them, they have 18 different poses and look very gross and goblin like. They are, bar none, my favorite goblins of all time.
Being equiped with only a loin cloth and shitty weapon, I do change their states to reflect their retched state (12ac), and make them CR 1/8, but its ok. I just use a ton of them. And they look amazing.
Online you can get them for like $30 for 36 of them typically.
My friend's school has a few 3D printers we like to make (or steal) a template a make our own figures from printing thats the cheapest way we do it, the only big issue is time.
I read an article on Reddit where they created high quality tokens by gluing an image on to a wooden circle disk, and topped it with a clear epoxy sticker. Good weight and won't fall over with an errant sneeze.

I recently discovered the Arcknight folks at ReaperCon. Flat, plastic minis that come in themed sets. They have an orcs and goblins one that gets you 31 pieces for $15.
A method I use is I buy the 3d model from heroforge of a mini I Like which is $9.99 and then use a 3d printing company which charges mi like a dollar per figure

Have you tried looking at 15mm scale? you can buy all you ever need for 20.00
Just mount them on pennies instead of multi bases.

Yup i have these guys too! I also use the "Moria Goblin Warriors" if you want them look more tooled up, those ones have shields and metal weapons.
I'm using these whilst i sculpt my own ones and 3d print them
