I do like my Elegoo mars 5 ultra. But realize you need to have space and ability to clean things up. Resin printing is great for minis, not so good for terrain.
Resin is the best quality for miniatures, but has some downsides. FDM is getting better and is good enough for table minis imo. I have the Flashforge 5M and like it. The new hotness in fdm is the Bambu A1.
I have had the Elegoo Saturn, Saturn 2 and now a Saturn 4 Ultra. I started with the Saturn to make my own minis and have upgraded every few years. The Saturn 4 Ultra, while pretty advanced for just minis, has features that really make it easy for beginners. Elegoo customer service is Amazon level. Just some things to keep in mind: patience. While 3D printers have advanced a lot in the last several years they are not plug and play. You will need to tweak settings. Also, you are the warranty. If you can install RAM on a PC you will be fine.

Which 3d printer should I get? The printer should preferably cost less than 400€.

For standard minis, my Bambu Labs A1 Mini has been astounding - affordable, compact, and connects right to my phone.
