I bought the legendary bundle about 3 or so years ago and had received the discount with every content purchase afterwards, but it appears it's not working anymore. Is this intended or should the discount still be applied to future content purchases for my account?

I would suggest to go to the marketplace and make sure your entitlements are in sync: https://www.dndbeyond.com/account/marketplace.
