Barbarian sets it to 10 + dex + con. Tortle sets it to 17. Tattoo sets it to 18.
They aren’t supposed to work together, for the same reason that Barbarian/Monk doesn’t work. You just take whatever calculation is highest.
If something was worded “you can add your Intelligence to your AC when you aren’t wearing armor” like Bladesinger, it would work with the above options.
What about the barrier tattoo being used for a ln artificer's arcane armor?
You can't use a Barrier Tattoo for an Armorer Artificer's Arcane Armor, because the tattoo isn't armor. It just gives you an AC calculation you can use when you're unarmored.

When creating a Tortle barbarian, the CON mod does not add to AC due to natural armor.
When creating a barbarian with a barrier tattoo, the CON mod does not add to AC.

As Flare said - AC comes in 2 forms. A calculation and a Bonus. Bonuses stack - calculations do not.
