I am currently in the process of creating a character and have decided that I would like to have an artificer. However, despite having access to the necessary source material (Eberron, and Tasha's), the class is not an option in character creation. Is there a particular reason that this is the case? Am I missing a book?
Note: I have access to the sourcebooks through content sharing. I did not purchase them myself. I'm unsure if this has any bearing on my predicament.
You can purchase just the subclass you want using individual purchase options if you scroll down the Tasha's purchase page. Owning at least one official subclass will give you access to the Artificer class. But you may not have access to spells and other things you want, if they came from Eberron and/or Tasha's (or other sources, if you want to replicate magic items with infusions), and would need to purchase those separately.

Are you creating the character in the campaign with the content sharing?
You can read the sourcebooks, but you can't use shared character builder options for a character outside the sharing campaign.

No, I'm doing it independently. I take it that I can only use them when making them in the campaign.
Is there a way for me to get independent access so I can make the character outside of the campaign?
