When creating a character, I own the 2014 PHB. However, the "legacy" content does not have all the subclasses. The example I'm trying to get through at the moment is the Wizard subclasses. I wanted to pick Divination but for some reason it is not showing. I'm not interested in purchasing the 2024 PHB atm. Am I just out of luck?

When you choose your character's class, you need to make sure you're choosing the 2014 (Legacy) version of the Wizard class, rather than the 2024 (Core) version. You may need to scroll down to find it.
You won't be able to use subclasses from the 2024 PHB (including Diviner Wizard) on the 2024 Wizard class if you don't own the 2024 PHB. But you should be able to use 2014 subclasses on the 2014 Wizard class if you own the 2014 PHB. You just need to make sure you select the right version of the class.

Do you have "Expanded Rules" checked on the "Home" tab? You need to check this if you want to use subclasses from outside the PHB and DMG (for either version).
I don't see "Divine Order" when I make a 2014 Cleric. Are you sure you're not looking at "Divine Domain", which was the level 1 feature for selecting a subclass?
There is a development that I'll get to in a monent, but first, yes, all three sources are toggled on in the 'Home' tab. I know 'Divine Order' isn't a 2014 class feature - that's the problem; it's a 2024 class feature that is present and there is no domain choice at level one either - and yes, I know you're thinking, are you sure you selected the legacy (includes 2014 rules) cleric, and yes, absolutely positive. Simultaneously, only the PHB domains are available to choose at level three, along with the one homebrew Shadow domain I made. Additionally, I had the same issue for sorcerer and their subclass choice only allowing for Draconic and Wild while also giving me the 2024 class feature 'Inate Sorcery.' despite being a legacy base class.
Now, for the update.
The above issue took place while I was at work on a desktop PC. I got home from work and logged into my laptop and when I edited the above cleric, it still had the issues described. I ended up deleting it and started to make a new test character when the page froze as I clicked on the 'Standard' 'Start Building' option. I clicked a couple more times and verified that my mouse batteries hadn't died, then the DDB page flickered a few times more rapidly than I could count before stopping. Remember this for later.
I tried the 'Build Now' again and it loaded the 'Home' tab of a new character finally. I made the legacy cleric once more and it loaded all of the 2014 content correctly, including all of the legacy domains and less the 'Divine Order' feature, as it should. I deleted the cleric level and tried sorcerer and it worked correctly as well, but here's the kicker - after that I left to go back to the 'My Characters' page there were FIVE "wolfgaidin's Character" shown. This almost certainly corresponded with the flickers I had seen when I repeatedly clicked the 'Start Building' when the page froze, so I definitely think there are some serious bugs going on.
