Can I purchase DnD books in my local game store or other stores and get the same benefits on dnd beyond (making an artificer class) as if i would purchase the books directly through dnd beyond?

No. Physical purchases and digital purchases are separate.
If you want to do homebrew for Artificer, you need Tasha's Cauldron of Everything. (There might be an Eberron book that also grants it, but I won't guarantee anything there as I'm not sure about it.)
Aside from that, everything else can be added via the homebrew system.

That's correct. D&D Beyond doesn't offer that feature, unfortunately.
Beyond used to have individual purchases so you didn't need the whole book to get what you wanted, but that was taken from us by greedy execs thinking it was a good idea.
