Have you enabled Expanded Rules (for TCOE and ERFTLW) and Legacy (for OGA) for that character?
Have you confirmed with your DM that he has purchased those books, and that his subscription is still active? He can verify those here: https://www.dndbeyond.com/account/licenses
I am in a D&D group, and the DM has content sharing enabled. He has almost all of the books, but only half of them show that I have access to them.
