My Bard just leveled up to 9. According to the handbook (2024):
At Bard level 9, you gain Expertise in two more of your skill proficiencies of your choice.
However, when I go through the options to level up, it says "Available at Higher Levels (9): Expertise 10th Level and Magical Secrets 10th Level
I believe that the Expertise should be available at 9th level per the handbook. Is there a way to apply the expertise without using "Manage Character and Level"?
Sounds like your character is using the 2014 Bard class, which does get it at 10. If you want to use the 2024 Bard, you’d need to remove your existing class and add the other one under “Core Rules” instead.

Make sure that your DM wants to be playing with the 24 rules before you convert the character.
