When I created my character I overrode the HP the system rolled from 76 to 89. In a recent adventure I had to reduce my possible maximum hitpoints. I found that the MAX HP MODIFIER box does work in that case. If there's a way around this I'd love to hear it, but I think this is a bug. I'm on a Chromebook, Version 74.0.3729.159, using the Chrome Browser if that has any impact. I have not tested this on different browsers.
This is what my health was at before I added the negative max HP modifier, I had a current health of 44, the original HP determined by DnD Beyond was 76, and my override amount is 89:
Here is what it becomes when I add the negative HP modifier, the current HP becomes 68 (which I don't know how that number got picked.) If I reload the page at this point my current HP is resent to 89 and my max HP remains 89. Here I'd expect that the HP max modifier would act on the HP max override, and leave the current health value alone.
Here is how the max HP modifier acts when it is in use but the override max HP is not. This makes sense, it modifies the original max HP but leaves the current HP alone
I believe the issue here stems from using "Override Max HP" for your usual HP, instead of setting your HP to manual.
Try going to the first page of the character builder and selecting Manual HP from one of the items in the list.
Then visit the Class Page/Level Manager of the character builder and click on your HP in the top right.
You will now be able to enter in a manual number to the field that the system was originally filling in for you -- note that it will automatically add your CON modifier and any boosts from a feat like Tough, so you only need to enter in the value you rolled. "Manual" is the setting for if you are not using the fixed HP suggestion provided by the Basic Rules/Player's Handbook.
With your HP set using the built-in settings, the Override on the character sheet should now properly apply for you, and you won't have a second number displaying all the time. :)

I'm not sure those systems are meant to work at the same time.
Why are you overriding you max HP anyway? If it is because you are rolling HP, there is a setting for that on the character sheet.
Turns out that was it! I had missed that option during character set up. Thanks for the help.
