It seems they're marked as inhabiting the "underdark", but maybe that was a typo, and it was supposed to be "underwater"? I don't know a lot about this particular monster and what association it would have with the underdark, but it seems like something that could be pretty much anywhere since it's an elemental. Also, it being in an "urban" setting seems a little weird too, no pun intended. :)
Yeah, the water weird should be underwater. It has no land speed, it has an absurdly high swim speed, and its special traits suggest quite strongly that it should live underwater.
