A campaign (or just a user) should be able to add custom languages that can then be selected from dropdown lists.
(I know you can add them directly to the character sheet using the "Edit" function there, but you should able to select it whenever some background/feat/class feature gives you the chance to learn a new language.)
I agree that you should be able to add custom languages for a campaign. I'm running Ghosts of Saltmarsh set in Greyhawk, and I find it very frustrating that my players can choose "Zemnian" as a language (no offense to Matt Mercer's incredible Wildemount setting), but cannot choose Keolander or Flan. I'm playing in a Dragon Heist campaign, using character material from the Sword Coast Adventurer's Guide, but I can't learn Illuskan or Bothii.
What I'd like to see would be built into a campaign set-up. As part of the set up, you should have the option to "set campaign languages". Choosing that option would pull up a list of all the languages currently available, each one with a checkbox. The GM then selects, or deselects, each language that he wants to have in his campaign. The final column would be of blank lines, so the GM could put in his or her own campaign languages. It would even be nice if the list of options allowed you to set languages by world setting - Greyhawk, Krynn, Forgotten Realms, or allow you to set a custom creation.
