If someone was on a budget I'd recommend learning how to use the homebrew tools. Races are less complex than subclasses, so are usually easier to make with the homebrew tools. Buying a few of each will help, especially as you can copy items you've purchased to use as a starting point for homebrew, so buying, say, the Arcana Domain will let you see how Potent Spellcasting works, to recreate it for any other cleric domain that you want to homebrew. I've homebrewed more official races than I have official classes. I also have a rule of not purchasing anything unless I'm going to actually play it in a campaign. So if I'm just building characters for fun, I'll use a homebrew version of the tortle. But if I'm going to play one in a campaign, then I'll go out and buy the tortle race.
I have a book with different races in it. But I don't have the book on DND Beyond. How would I get the races from the book onto my DND Beyond account, without buying the book again on DND Beyond.

You can use some of the races that are available for free as a starting-place template to get an idea for how races work within the tools, though the ASI options will function differently to any of the free races, since the free races were all from before the floating ASI became standard.
Is there a bundle or way to buy all the races?
No bundle, you'd have to go through all the books listed on the races page and buy the race package inside each one.
